Yes, you might want a shoulder rest. I'm not sure how serious you are, but it seems like a teacher is more useful to get started in the beginning (positioning and such) than later on - and you (hopefully) avoid bad habits.
For tuners, until recently I used a Snark tuner. You can get them super cheap, but unfortunately mine broke. I just replaced it with a slightly more expensive Korg PitchHawk G2, which people have said very good things about. My first impressions with it are favorable, but then again it just arrived today.
I'm not too serious about learning it (just for fun), but if I end up liking it or getting good at it, I'll likely get a nicer/better violin (or refurb an antique one). For now this is fine. I will need to make a few small tweaks however. The strings are too far off the fingerboard at the nut, and the G string on the bridge stands a bit too high. Not a big deal to fix this (especially since everything is new and I didn't want to make the grooves too deep

And yes it was a fairly good deal. I believe everything added together came up to around 88$ CAD for the entire thing. Add another 50$ for a case, and it's still under 150$. Most half decent violins (mass produced) tend to run around 200-300$.
