Life long ambision of working at the BBC, or more to the point, on Top Gear seems hard. I'm trying to get the right equipment for home tasks (the school lends, but could really use my own) but at the same time finding a part time job in that area is difficult. I'm lucky in the sense Hull has a BBC centre in town centre but I'm not sure if they do

Well,... yes. If you never make enquiries, finding a job will be hard!
For the record, vacancies at BBC Humberside will be advertised online at http://jobs.bbc.co.uk and you can get on the waiting list for work experience here. However, since you're going to be on that waiting list for a long time, here are seven things you should do while you wait.
Sign up as a volunteer on the next Hull Film Festival or another local festival.
Apply for work experience with Hull Truck as a techie.
Help out a local independent production company.
Contact Buzz Media to see if there are any upcoming projects you could get involved with. Contact Cafe Society and ask the same thing.
Approach local bands and ask if they need somebody to help them make music videos.
Take photos for the Yorkshire Air Ambulance.
Work part time for a local radio station.And in the meantime, get a non-media job and start saving money. Once ( ... )
