opening up for expansion?

My school has a group of girls interested in starting a new chapter, specifically KKG. Right now, i'm at a rather small school of about 2200 and 3 sororities. One of our sororities isn't even at total, and hasn't been for the last 2 years. Im on panhel exec, so basically we have to decide if we wanna continue the expansion process.

Can anyone tell me what the process of expasion is like? I know what it's really like for all parties involved, how it affects the already existing chapters, etc.
