So what if I wanted to app a character like Necoco from Love Neko?
He's an android created as a sex toy and has a rather ambiguous past. It could be assumed that he was conciously "born" shortly before the manga's plot. He's got a full personality like a human and is by all visual aspects a human with cat ears, but basically anything he'd be doing around someone he really really really likes has a chance of turning NC-17. On the other hand, he barely has any chance of attaching to someone in that way here at Parei if he's taken away from his precious Eiji.
A question (which I have probably over-thought) about businesses/stores... mainly about how characters get hold of premises and how they work (assistant-managing for several shops myself, we have to worry about rent, rates, electricity/lighting and so on)? Will they have to pay rent on a property and are they able to set up a viable! business with such a limited pool of 'real' customers? Can NPCs be relied on for trade?

Characters simply have to find an empty premise and it's theirs. No rent and bill and no having to pay NPCs if they need people to work for them. NPCs will take jobs, but they can only take simple jobs such as cashier and waiting tables.
NPCs will also visit the shop and buy, but don't expect huge custom from them.
I am considering apping Armand, a vampire. Would he still need to drink blood, and would he still need to avoid the sun completely, or would that be lessened too?
He would still need to drink blood. The blood of the NPCs would work for some time, but after a while (say a couple of months, though it would be up to you) it would no longer sustain him for long and he'd have to drink more often.
As for the sun... Pareidolia works in strange ways, and so Armand would be able to walk around during daylight hours.
One last question. While it's not very likely, and probably only with a canon-mate that might show up, would Armand still be able to turn someone else into a vampire? With player-permission of course. (Due to his personality, there's not real need to worry about him even considering turning an NPC).
If in the canon, turning requires character death, it wouldnt be possible. If it doesnt, he would be able to turn someone however you must have player permission.
Ah... Hmn. Anna here is an example character from a tabletop game, but she's so broadly defined that I'd have to fill in a lot of blanks with headcanon. Would that be alright? I could very easily use a true OC from her canon instead if not.
If the character has sufficient history and a pre-established personality, then we're okay with you filling in some blanks and apping Anna.
However, if there is no established personality or history, and more blanks than provided information, you would have to app an OC from the canon instead.
Weapons... Firstly, Is there anything in the houses that can be improvised with, like kitchen knives, to save money on buying weapons.
Secondly, will the weapons sold be generic, or are there specific ones available, like silver knives. (I guess what I'm saying is, is there any weapon we like available in the stores so long as they're not a specific or legendary item - like in SPN with The colt and Ruby's knife where they are singular and replicable.)
Thirdly (Sorry ^^;;) is there anywhere we can get a guideline for what's in the shops and how much roughly it would cost? (I've looked around but can't find anything...)
