I don't get it! I was thinking that they wouldn't need the bridge because everyone would drown? Maybe we will achieve what? Rising the water level?

I think it's supposed to be kind of sarcastic... as in "keep up your evil ways and you won't need to sit here and wait any more once we're all under water."

Realistically, if the water got that high... they would build a new bridge and punish everyone by making them wait even longer for the bridge to go back down.
