Actually, I'm afraid that means England and Spain would need to co-operate (horrible thought, I know) since they're part of the same kingdom.
There are however indeed quests that let individual heroes choose if they want to side with pirates or the nobles, independently of where the kingdom as a whole lies. Well, independently as in you can pick both quests even if your kingdom is leaning towards a certain side. Doing the quest itself still makes you lean more towards the side the hero sides with. I remember when I played the war for the first time. I had England side with the pirates and France with the nobles (so I could try out both quests), just as proper.

I think you did a pretty good job playing Rome. I especially loved the conflicting thought ballons. (SAILOR: Axe! Dead body! :C ROME: Romance! :D)
This makes me SO wanna put some Hetalians in my kingdom, but I started it before I became a fan, so they're all references to random other things. Ah well.
I voted...Neutral! Play both sides against each other, get at least some of the benefits of each and reap the profits! BWAHAHA!
Last but not least, my vote for the next hero is Germany. I have no idea what he'd do in this particular storyline, but just, Germany in general. 'Cos he's awesome. :)
...if you're going pirates, however, then Spain. Definitely Spain.
...Notorious
