The definition of madness is that it exists everywhere, even with normal humans, and a soul is a soul; there's no difference between a Shibusen soul and a non-Shibusen soul. If witches want to spread madness and kishin eggs want souls, it doesn't matter if a place is affiliated with Shibusen or not.

[shakes his head] I'm not trying to fight with you. I'm just saying that even though I agree with you that it makes sense for them to strike at the place with the greatest resistance at first--it means they'll go for Shibusen first--they'll still go for everyone else once Shibusen is gone. By getting rid of what seems to be the source of trouble now, they'll only be giving up and delaying the inevitable.
