Is it true that BREW can bring in people that have already died in their own worlds?

Yep! In fact, it happens all the time from what I here~! [ And it happened to her personally. Woops. ] Sometimes they're taken from the past before they die but other times they're taken right after their death! Why do you ask~?

All the time...you mean everytime that BREW brings in a new batch, then. If they are taken before they die does it change anything when they get sent back?

Yep! Every time BREW brings in a new batch there's a chance one of them came back from the dead. As for living, it depends~! If they're from the past, you can probably talk to them and tell them how to prevent their own deaths. Here, it could be possible, but it's never been tested. Most of the times they go back from the moment they're taken from, which seems to make this rather confusing! But if they were healthy there's still a shot!

The BREW is capable of bringing people from anywhere in their timeline. It can cause a bit of confusion when people who know each other don't remenber the same things.
