Good morning, citizens of Death City. May I have your attention? I realize that there are many of you who are new to this place. I hope that you have had a chance to get settled, but please keep in mind that we have a bit of a crisis on our hands. A man by the name of Johnathan Crane, also known as the Scarecrow, is on the loose attacking people at random. It is absolutely essential that you do not leave your apartments alone. The man has been known to strike in broad daylight.
For the rest of you who have been here a while, I would like for you to please look over this
map of Death City. [he presses a few buttons and displays an image on the screen]
[he is talking over the image display] A few of my colleagues and I have put together a patrol schedule that covers the residential and commercial areas of Death City. The first shift will begin at noon and the daytime shifts will last for two hours, while shifts after 6pm will be four hours. The night shift will end at 6am. Also, it will be arranged that people leave together in large groups to attend classes in the morning. These changes will take effect immediately.
I propose that only actual Meister-Weapon partnerships recognized by Shibusen take over the night shifts. The man we are dealing with is very dangerous, and while I know that there are strong fighters in this group, I just feel that it would be safer. Anyone can assist with patrolling the daytime shifts, but please remember to work in pairs.
If you see this man, Johnathan Crane, please do not try to stop him yourself. Simply press your SOS button and call for back-up.
