I'll get straight to the point.
Members of the Watch and Death City's Office of General Security have one job: to protect Death City to the best of our abilities. Everything we have done, since the beginning, has been done with that goal in mind.
Occasionally, I have been misguided in my leadership. In those incidents, there is no one to blame but me. Occasionally, we haven't been able to do as good as job as we had hoped. It isn't an excuse; it's a fact. But we're still here, and still trying. We can keep at it is if we're given as much information about as possible, and your cooperation. Another way would be to avoid trying to take justice into your own hands and go to the proper authorities.
We won't be able to cover everything - at the end of it all, the best way to defend this place is to make sure everyone can defend themselves. But we're here, and we are not going to stop trying to do the impossible, because it means making things safer and better for everyone. There is no better reward than that.

I've received intel on our culprit, and done my own research to verify the Agency's findings.

We're looking to apprehend one Vriska Serket, for assaulting Kurt Hummel. Zone Leaders: take what measures you find necessary in order to keep your men on the streets, with their eyes peeled for our target. I'm expecting everyone else to stay vigilant and report to their shifts. Inform your Zone Leaders if you cannot make it, and find a replacement immediately.
As for Kanaya Maryam... we'll sort out something for her later, with Shibusen. To my knowledge, she's in the hospital for the moment. I will not stand for any of you harassing her, in spite of what she said over the network.
That said, the cruise is tomorrow. All of you don't need my permission to go: I just want to know who is going and who plans on staying behind.
I may stay behind myself, unless Shibusen wants me to watch over things during the outing.
