Trust me. Get the toshiba because it'll be the better physical processing value for your money. I like apples and macs (used to be a fanboy), but when your budget is limited, go for more value per dollar.
Additionally, you may not necessarily have the technical know-how to dual boot your ibook, and you might have to spend even more money to put winXP on there. That's not a good thing.

Well, what I have been hearing is that macs have been given intel chips and can process both now, and that "It's not like Virtual PC". Any attempts to gain more detail on this, such as "So I can just install a program and use it like everything is okay?" has been met with quizzical looks and links to the website.

Right now there's a Beta called Boot camp which allows you to shutdown and restart the intel based MacOS computer run under WinXP. There's some criticism that you don't get full virtualization on the fly, but from what I've read you're able to fully use WinXP with a reboot.
I would advise however to look deeper if possible.
You should get the most physical processing power for your money Bridget. MacOS / WinXp incomaptibility has become mostly a non issue for Apples, but the price / power point hasn't.
