Well...Ace has nothing of value. Rikku, Toris and Velma went to Salem Center one day and returned with her.

You're welcome to have him steal cash from Giselle. She doesn't keep that many things of value around her dorm, partially out of not feeling they're necessary, and partially because her parents live in New York anyhow. He'll probably find anywhere between $40-$70 if he roots around in her pink wallet.

Pamela's half of the dorm room is covered in plants, so even if he wanted to steal from her, he'd have to go through a mini-jungle. Feel free to steal an undergarment just to be horrible, though. XD

Yachiru'll just take it back (speedster/strength) and she's hell to deal with. Not like she has much valuable stuff anyway.

Feliciano, again, doesn't have much. His art, the supplies, photos.

Rikku, however, does have stuff worth lifting. Unfortunately for Pietro, she's a minor pickpocket/prankster and can tell when her stuff's been taken/messed with. She keeps most of the goods locked in a drawer with a regular keyhole and a special electronic one she invented. He's welcome to try and pick the locks, though the last one'll take him a while XD

I think it goes without saying that Pietro should steal shit from Rictor

he can TRY to steal from Emma, it would be humorous. Storm has her valuables locked up tight on account of being a former thief. Rogue probably sets out booby traps to make things more fun for Gambit. he CAN steal from Eli, but Eli will make a BIG STINKING DEAL out of it. Zach's shit is liable to be booby-trapped or mildly cursed, mainly just his journal and his rabbit cage and his autographed Bowie poster. he does know finding spells, though! Warren leaves piles of money on his tables etc. and will likely not notice if Pietro takes any.

YOU CAN STEAL FROM DEL IF YOU WANT but she has literally NOTHING of value. And even if you steal something from her it's very likely that it's not actually real, it's just a product if her fevered illusion-making psyche. So on balance, not really worth it.

Sephiroth has nothing of real value, apart from his sword. There will be hell to pay if that goes missing though, largely since it's the only thing he feels possessive of.

Squall and Riku both have more-or-less what you'd expect from an average teenager, although Squall also has a sword and the watch that Riku wears looks perhaps not quite like an ordinary watch. He is welcome to try and steal them, but I'd prefer a heads up about it first.

Irene will be able to tell when anything of hers goes missing, and her ability means she'll be track it down again. That being said, I encourage the attempt. :D

Stealing from Chewbacca is not at all advised.

All of Tseng's really interesting things are kept under lock and key, or aren't here at all, but he's welcome to take anything that's still around. Tseng will probably be able to figure out where they've gotten to eventually.

Xigbar's room routinely has the gravity all sorts of everywhere, but if he can successfully navigate that, he's welcome to steal whatever.
