You're doing well. =) I like the explicit comparison you made between Jack's mistake during the Blitz and the Doctor's ability to forgive him, and his own forgiveness of Ianto. I'm not sure I buy the cuddly characterization of Jack following COE, but Jack's character took a left turn with that series, and I think it's a weakness of the show's writers and not anything to do with your writing.
I really like Jack/Ianto friendship fics, because I do think they have an odd sort of friendship outside of their romantic or sexual relationship. This is maybe a softer? version of Jack than the one in my head, but definitely still a valid interpretation, nonetheless.
There were a lot of things in that season that didn't make sense, that's why I try not to think about it.
I didn't want to have them just jumping into bed together, I didn't want to make Ianto that easy. I felt like it would be an insult to his character. Instead I wrote it as more of a friendship that turns into something more. Jack's behavior is basically a mix of trying to give Ianto a chance just as the Doctor gave him one, as well as really recognizing the kind of trauma Ianto has been through and wanting to help him.
Lovely take on what happened after Cyberwoman. Although, I hope Jack didn't turn Ianto into and alcoholic by having him drink himself to sleep every night. I'm glad though that he's had everyone check on Ianto every day. Especially Tosh, i think they could be really good friends.
Jack truly wants to help Ianto, so he'd make sure whatever he did wouldn't harm Ianto even more. I know that the show hints at them being good friends, so I decided to make this the reason. If anyone on the team would be able to really understand Ianto's motivation, it would be Tosh.

First, the Doctor and Jack leads us to Jack and Ianto. The Doctor, in forgiving Jack, taught him to forgive. He gives Ianto - and later Tosh and Owen - another chance because he was given one.
Second, Ianto is the only survivor of Canary Wharf we see still trying to fight - even if in his case it starts as just fighting for Lisa. For all we know, he was the only true survivor.
It just seemed right to write it this way. It shows the kind of influence the Doctor had on Jack. I also didn't think that an event like Canary Wharf could really leave any functioning people behind in its wake. It speaks to Ianto's strength that he's still standing, and in my story it also speaks of the team banding together to help him.
