What you want to offer is typically called "event services" and falls under event planning. I can help you put together a business plan and get things formulated into a workable situation (like don't bother building a catering staff, there are caterers out there that are happy to take contract work).

I think, but cannot prove, that it has already been done.

Another important factor is to develop a rapport with the staff at local convention centers and hotels.

I doubt it would be cost-effective, at least until becoming very large, to have a caterer on-staff. Better to have some form of contract with one or more caterers on a per-event basis.

Well, everything would be on a per-event basis until we were larger... I know this has been done before, but I don't think there's a business like it in the Pittsburgh area.

I already have a rapport with some of the places, and I know people that can establish that rapport with the others. Social networking works.

Here's something a friend of mine posted, regarding event planning:

She did conferences for her boss. One was always held at a huge Vegas center. Multimillionaires were vying for "good spots" on the floor, it was that industry's biggest annual trade show. Her boss's company, while big enough, didn't get the "star treatment" some of the others got, and it hurt at the show ( ... )

I believe that some conference centers provide this service, either with their own staff, or with a recommended local group.
