Who wrote that? Cause all the IPCC reports and studies are available on their website:

That being said, I agree that global warming has a publicity problem. First off, it's really climate change, and has always been climate change, but no one presents it well enough to counter the "well you just changed what it's called so it's not real" camp.

The big problem is that scientific theories or results don't often have good marketing or advocates. Scientists tend to think that results and data speak for themselves, but when you get into the political realm, money and marketing speaks for itself. It's a bad game to play, and it's sad. I'm always reminded of one of the laws of spacecraft design when I think of global warming:
