1. Prep your base. I shapened then faded the sharp to around 50.

2. New Layer > Levels
RGB: 48, 1.77, 255
RED: 51, 1.94, 255
BLUE: 101, 1.85, 255
Output:54, 255

3. New Layer > Color Balance
Midtones: -73, -11, -100
Shadows: -33, -40, 7

4. New Layer > Levels
RGB: 0, 1.38, 255
RED: 43, 1.46, 255
BLUE: 0, 1.59, 255

Tip - you may need to add a screen/burn layer on top at a low opacity. I didn't for this one though.
From where every picture is different you'll have to play around to get it right for your picture.
You're Done! Add brushes/textures as you see fit.
