The best thing to happen in the third movie for us, the Sparrington-shippers, would be James Norrington to die. (And yes, this is, in fact, just speculation! ^^)
James giving his life for saving Jack would be the most dramatic, memorable, and most of all possible interaction between the two of them.
To be blunt and honest, we'll never get to see the two of them kissing on the silver screen. We could hope for it and pray to the heathen gods, it just wouldn't happen. But there are scenarios which are more probable, which we can hope for.

I'm imagining it like this: James would be guilt-ridden, not necessarily because of betraying his friends (which they are not, anyway). He rather finds out that he helped a power-crazed pocket Adonis (aka Beckett) to gain control over a very dangerous tool (aka The Flying Dutchman).
There'll probably be no quarrels or cheersex between Sparrow and Norrington in "At Worlds End"; James spends most of the time in Port Royal with Cutler or The Flying Dutchman (the "Evil Party"), while we'd find Jack in hell/the puragatory/at the end of the world or wherever Will and Elizabeth take him to (the "Good Party").
It's not necessary for our two beloved characters to meet again in the third movie, because it's a movie about pirates, not about pirates and homoerotica (duh!).
But Jack will get to meet Beckett (when "Good" meets "Evil"). They'll eventually try to kill each other. That's when Norrington could make up for his guilt, defending the pirate.
And what could possibly be better than James dying? Isn't the Navy officer giving his life for the pirate just perfect for Sparrington-interpretation on our part?
