1) There's a helicopter circling over my neighborhood. Has been doing so for the last 45 minutes. I wonder what it wants

The dead bird most likely isnt eaten as it is lying in an urban area. There are less predators and scavengers around. Also, its always bussy, making a lot of them afraid to come out and get it, even at night. And ofcourse, depending on how it died, it could just be too corrupted for eating.
