first of all, consider the age difference between you and the sister (assuming there is an age difference).
second of all, consider how close Katie and her sister are. if they are v. close and you don't want Katie to find out, I suggest talking to the friend instead. BUT if you think that Katie's sister wouldn't tell Katie, then totally go to her.
or you could just wait it out a little bit until you are more sure of how Katie feels about you.
