We're trying to decide if we should get the boy an iPhone or if this is too dangerous in 5th grade. We're getting him a phone. The question is only what kind of phone.
Have you considered a pre-paid? Cheap, lasts long, and very easy. And if that doesn't work out, you can ditch it without being out much at all. I've been using one for 2 years - it's very economical.
Yes, we did consider pre-paid, but we'd be attaching him to a phone plan that we're getting bumblepudding who wants a data plan, so the real issue isn't cost for us, but whether or not the boy would get beaten up at school for his phone.
It's getting more common for younger and younger kids to have phones, so I don't think there'd be a problem on that front. The biggest issues would be whether he'd lose it or use it as a distraction during class.
What ultimately matters is why you're getting it for him. If all you want is a means for him to call/text you (and vice versa), then getting him an iPhone is a waste of money -- you're better off getting him a basic flip phone that would be much cheaper and still accomplishes that end. If you're deliberately looking to get him a fun toy that also happens to be a cell phone (because that's mostly what it'll be; heck, that's mostly what my smartphone is for me), then by all means get him an iPhone.
