Yeah, they're definitely related. But I wouldn't equate them, for the very reason you outlined above--the one (art) has a positive slant, and the other (artifice) a negative one.
My own mother was institutionalized during her teens. I had known that she checked herself into a mental ward in her 20's after her first husband battered her; but I only learned that she had also been forcably institutionalized by her mother about five years ago

Oh, I didn't mean to imply that she was enjoying this, can't say I enjoy myself when I'm in the throes of a suicidal episode either. But humor is the way I've managed to stay off of meds so long. I'm just beginning to contemplate accepting that there may actually be some pill that will help me after all.

Artifice appears to be 'an artfully crafted deception', and thus references art, and something human-made as well.
The biggest difference being that one is of neutral intent, while the other is trickery and deceptive
art = artifice = artificial

And that's also the exact reason that I'm equating them too. Conceptualize it as development of inclusive thinking.
