When did driving become a sign of a disturbed individual?

The WaPo has an editorial up bout Bruce Ivins, the alleged anthrax killer. It describes him as a "deeply disturbed man with bizarre habits, including a proclivity for false identities and inexplicably long drives to nowhere." well, you know... those freaks that get out there on the ROAD to use a MOTOR VEHICLE to move themselves from one place to another must have a screw loose. Didn't you know you're supposed to just sit at home and go NOWHERE!!! SHIT!

It's one of the only things they can pin on the guy. It's this or admitting a mistake again, one that may have drove him to kill himself.

As I saw on Countdown just now, how is it this guy had a decades long record of mental disturbance and the government sent him to work in one of the nation's most secret germ warfare laboratory. Don't they check for that kind of thing?
