[Tired of waiting for the unsurprisingly late Zack--this was a SOLDIER who had made Sephiroth wait after all--Lazard had decided to do something about the situation. The best course of action that didn't involve getting eaten by monsters seemed to be to seek out the refuge camp Reeve had mentioned. The only problem? 'In' was a rather...subjective term in an area as large as Midgar.
There were two courses of action available--head for the ShinRa Building whose clearly tortured structure even from this distance would be hazardous to traverse, yet still offer a clear view of the metropolis. Or head for the city outskirts where a refuge camp was most likely to be set up. Choosing the former--out of a twisted respectful hate for his apparently deceased father? Perhaps a morbid curiousity to see everything he had worked for in the utter ruin he'd craved once to bring himself. Whatever the reason he headed for the ShinRa Building.

[He slowed a bit as he realized the other person--a woman apparently--was naked. Immediately he turned around allowing them some decency.]
My apologies, I didn't realise! I was under the impression all the dead returned with their clothes--I guess I was fortunate. [He laughed kindly and took off his jacket, holding it out behind him for the other person.]
