Probably a busy body with nothing else better to do. Or a rival kid with a snow shovel and government connections.

As much as I don't want to say this , but, I understand the government position on this. We have all heard of the scam artists that go do to to door trying to sell " things" the slimebags that they are got so bad in places ordnance requiring a permit were passed. Now comes along these kids thinking they are going a good thing not knowing about the law, and the police stops them. I would say , look the other way" with this. It would be kind of obvious what they wanted to do. BUT with the slimeball scammers being what they are, some of them will file a law suit against the city saying they are picking on them. Why do I need a permit when the kids don't? SO because of there crappy actions the kids are told they cant. Hopefully all that happened to them was being told they cant do that and no ticket or fine issued. I don't know what kind of community Brock NJ is, It could be one of those " snooty" communities, you know the ones that have busy body that will be out there measuring your grass and calling the city to complain that its 2 ( ... )
