And considering the 3rd season is also when they first started dropping hints about Dawn and such...why should someone assume nothing happened between 1st and 2nd appearance?

Do you think the First was playing them all along - that's kind of an interesting idea. The First could be the reason behind so much craziness - but I'm not sure where it would fit in with Glory.
Maggie Walsh - though i have to say i never believed this was a govt program that went off the rails. Maggie was just a dead body to blame it on - she sure as hell got funding and support. The First could have affected Adam, and been the source of the mayor's quest for power (pre-dating season 1).
I always wondered why the First would go from tormenting one person - manpire - to attempting to take over the entire world. It seems like a rather huge jump, although with your idea (if I am interpreting correctly) then the point of Amends would be to find a way to kill off Buffy because she was the one thing that kept thwarting it.

The entire universe was controlled by The Powers That Be on one end of the spectrum, The First on the other end and in between are their intermediaries: Wolfram & Hart, the Slayers.
I think Glory could have been an in between that the First decided to let Buffy deal with...if Glory dies, good. If Glory kills Buffy, good. Win win for everyone and they'll deal with any consequences later.
Spike doesn't get a lot of credit. Obviously, the rape thing is bad but...
Angel had goodness forced upon him.
Spike made a deliberate decision to be good, which like Connor's birth, wasn't supposed to even be possible for a vampire.

And yes, I would agree. I always thought that Xander's response to Buffy and Riley's leaving Buffy in S5 said more about his own desires than anything else.
I would actually welcome the idea that the First was messing with people's heads in S7, because it would make a lot of sense.
