Are you certain it was blood on the paint brush? Are you certain she was not attempting to help the person who had died? Was she seen with a weapon in hand? The Lieutenant and I have spoken several times over these contraptions, and she has been nothing but helpful and kind. I cannot imagine her doing the sorts of actions you assume her to have done.
I am afraid that I am unfamiliar with this term "Nazi". I assume from your description that it is not an affiliation one would wish to have.
Before arriving in this City, I would have scoffed at your assertion that vampires were indeed real, and not folklore used to frighten the peasant classes. However, many things seem to exist here that otherwise would seem impossible. But, truly? The Lieutenant is a vampire? Like the Countess Bathory? Such a thing does not seem possible.

The Nazis were a political party in my world (and apparently in some others) who sought to exterminate a number of ethnic and other minority groups. They breed war and genocide wherever they go.
Vampires are not present in my world, as well, but yes, Lieutenant Van Winkle is a vampire. She and I have had quite a few conversations on the matter. I do not know who Countess Bathory is, but the Lieutenant is not a usual "legend" vampire. She has fewer weaknesses, at the least.
