Well. Mr. Scrooge said that the castle has never experienced any extreme weather before and the very fact that we are suspended in space should, really, safegard us from infact ANY kind of weather. There's obviously an atmosphere, but to have clouds like these you need vast bodies of water and the changes in air pressure they generate when hot, wet air rises and meets colder air. At least, that's my understanding.
