Such examples are an entire district that appeared where there was none before, and then vanished after a certain period of time.

Truthfully we have no information about what lies beyond the city and its immediate surrounding geography. It prevents us from going past a certain point.

Sometimes the deterrents are whimsical, such as making a gun shoot water instead of bullets. But they have also stepped in physically between fighting people.

As someone who's had to make a similar warning in the past, be careful how you approach that situation. It does not always end up the way you want it to.
