Ooh, yeah..poly is tricky, which is why I avoid it. I hate confrontation and complication. I think it's interesting that people in general have an easier time pursuing people, situations, things, etc, that they don't care as much about, rather than going for what we really want. If you feel that this boy isn't going far, or is wasting your time, act on that. If he is your friend and you enjoy your time with him, just find a balance =) You don't have to choose friends or ....sexy friends. You can have a mix of both =)
