Don't think they would have. Spock is an emotional creature trying very hard not to be, and Data is trying very hard to be, though I don't think Christine, considering the state the virus had her in would have said 'no' had he offered.
Okay, yes, but the point of the virus was that people were not acting like themselves. So even though Spock finds emotions distasteful, he still expresses them when infected. It's not really a matter of what they want to do, because the virus is just making everyone crazy. I don't think that Chapel would ever want to confess her love for Spock, especially during that time when she was looking for her fiance and Riley probably would never want to send the crew of the Enterprise to their death by turning off the engines.
The writers, producers, whatever, clearly wanted to put a romantic scene in there, so if it was produced today they might go a little further with that idea, especially if they wanted to set up a "will they, won't they" situation with Chapel and Spock. I was looking at this from a production standpoint not a character one. I'm thinking the producers would do that under the impression that sex sells.
