The vast majority of email is passed unencrypted between servers on ye Wilde Olde Internet and can be sniffed.
This means sending personal medical information via email is illegal under HIPAA, as I understand it.
An email telling you to go to an appropriately encrypted web site, however, satisfies those requirements - since online banking/merchanting has caused web pages to have an adequate encryption standard.

2. I'm actually not surprised that PP here is more expensive than Boston, given the political and social climate. I'm sure they don't have the same kind of funding that PPs in the Northeast have.
