Ye gods. I'd hoped the free software community would be immune to management speak bollocks. Sadly, it seems I was wrong :-( FWIW, your first two goals are essentially the same thing, and the third one isn't massively different.
Actually they are pretty different. E.g., sample projects to improve collaboration could involve the writing/deployment of tools for say designers to share and comment on UI mockups or for coders to do collaborative code review (maybe a hosted etherpad for this kind of thing.) The problem to solve for this goal is identifying where collaboration isn't taking place or is not efficient and figure out ways to improve it.
Communication is a little different, involves same-time / live communication (voice or text) and delayed communication like mailing lists and blogs. It also involves cross-cultural communication with folks with many different natively-spoken languages. Some solutions here might involve say a searchable, rich UI on top of mailing lists or translation bots in IRC channels.
The third one more address the problem of getting started, and finding things to work on, which is kind of a different problem than communicating effectively once you're in, or working with others once you're in.

I know that Red HAT is the reason why the super german organization (Fedora EMEA e.V.) had to close!!!!!!! I hope that, at least, the french organization will keep it up!!!! In despite of Red Hat complains!!!!! YEAH!!!!!!! You have to help too!!!!!!!! You could even threat to leave RED HAT if RED HAT complains against the FRENCH NPO!!!!!!!! like it did against the german association!!!!! Also, isn't Fedora the name of an hat?!!!!!!!! It cannot be a trademark!!!!!! Even if it was a trademark for real, it's okay to break the law!!, when the law is in the wrong!!!!!!!!! The fact that RED HAT had to say something against Fedora EMEA is a reason (enough alone!!) to dislike RED HAT!!!!!!!!!!!! evil multinational company!!!!!!!!!!!!!!

* Call Red Hat (or corporations) evil. I do not believe that corporations are universally evil, and no amount of comments will convince me of that. * Speculate on the law. Trademark law is complicated, and difficult for most people to understand, especially with the complexity of how it works in the United States, and how it is different from other types of law.
I hope that you are not angry at my reply, but I do not think that you really understand the complexity of the situations you're discussing.
