I'm leaning towards thinking that people who haven't made some formal ritual commitment shouldn't be allowed to celebrate formal ritual anniversaries. It's just so much harder to pin down a specific, non-arbitrary date for an already arbitrary event. Anyway, that's my two cents you didn't ask for.
