Frank is pretty open about his own tattoos and seems open to looking at band-inspired tattoos and discussing tattoos and tattooing in general (according to most fans). It is not surprising, therefore, that we have some information on Frank's opinions on tattoos (mostly his) and tattooing.

Frank tried to get tattooed when he was younger and it was still illegal, but they didn't buy it when he lied to them.
I don't know why I got tattooed. I just liked them, the imagery of it. I got stuff that meant something to me: words, phrases and pictures that I designed or drew, things that remind me of certain time [sic] of my life that I don't want to forgret or that I'm proud of.

[on whether there is a theme to his tattoos] Yeah, kind of, I guess it's basically that if I put my life to pictures it would be my tattoos. They have a lot to do with my childhood, a lot of images to do with the band, specific moments from our career so far and feelings that I have about things at certain time. I don't really regret any of my tattoos because they all symbolize a point in my life - whether it was a good time or a bad time, it's all my life..

In this preview clip from LA Ink, Frank discusses his Grandfather's portrait and what happens when he gets tattooed. Anything on the chest, near the ribs, and his inner arms hurt the most.
[talking about his inner right arm] It was the worst tattoo to get. I had the day off and the next day I had to go and play and it had swollen up and it just felt like my entire arm was just jiggling as I was playing. It was awful. For some reason my upper arms don't heal as well as the rest of the body.
