It seems Texas in particular has schizzies and developmentally disabled people who commit really bizarre violent crimes, and then get the death penalty. Do mentally ill and handicapped people in Texas go crazier there, or does the death penalty of these folks itself suggest that they just get massively neglected from the beginning?
