No, not precisely. In Asymmetric warfare, there is no such thing as a decisive victory. Since there is no one on one side to be defeated - no army, brigade, command post - assymetric warfare is conducted as a series of endless tactical battles with set goals like "Return X town to our hands" or "Stop X terrorist from Y". Each goal may or may not be achieved, but it doesn't matter, as it's nothing like a victory.
