But after a trip to and from Finland in Air Force One with Josiah Bartlet, she really didn’t care.

Actually, let’s clarify that, Danny Concannon doesn’t (in any way) condone recreational drug use. The Pulitzer Prize on the shelf in his office at the paper beckons him to be absolutely clear in just about every situation.
He was fairly certain that this would get him fired. And perhaps arrested.
No, make that actually arrested - no perhaps about it; he’d be in federal prison. Or that’s what he assumed would happen when one consumes mushrooms on the White House grounds.
