I would say in that particular instance it makes sense for his punishment to be less than hers, because he's accusing, not being accused. Like, if I say you stole from me and you did, you'd go to jail, but if you didn't, I probably wouldn't be punished at all.

That said, the situation is sexist, since I'm sure if she'd accused him of not being a virgin nothing (or relatively little, at least) would have happened.
