Clinton and W knew how to use email, and Clinton sent 2 emails during his administration, W sent none. The were advised against doing so due to security or legality reasons.
I recall that up until the early 80s real, cafeteria-styled food (nutritious but not necessarily tasty) was prepared in schools, much of it was from an agricultural subsidiary program: Farmers were paid up front a certain price for meats, vegs, etc. The Reagan administration changed this to encourage schools to be self supporting and they would sell what the students wanted to buy and everything switched to hamburgers and pizza.
