As I’m sure you’ve heard, Starfleet would like you to represent the fleet at the upcoming treaty being held in the Romulan Neutral Zone. There will be key members of Vulcan, Klingon and Romulan politics as well as others from all over the quadrant. Now, we don’t expect you to be the forefront on diplomacy, however a few of the Romulan Senators requested a more friendly interaction between our fleet and theirs, so it has been arranged for you to rendezvous with the crew of the Decius prior to proceeding to the Treaty events.
The point of this is to be accommodating and show them there isn’t hostility so keep that in mind when proceeding, Kirk.
The Enterprise will be given time to dock and supply at Starbase 10 before proceeding to Algeron IV within the Neutral Zone where the banquet will be held.
Jim, this is a chance for you to establish a reputation. I’m doing you and your crew a favor by backing you on this, but I don’t expect you to fail. You have a wealth of resources at your disposal, diplomatic and otherwise, so utilize them. Keep in mind this is about not having to take military action and possibly ending this feud with Romulus. Docking at Starbase 10 was underway and a communication link was to be established between the Commanding officer and the Romulan ship, the Decius, and the Enterprise shortly. Getting all of the senior officers together in one place to discuss procedure was the best course of action, so he scheduled the meeting in hopes that it would help ease the process for everyone.
Especially Jim.
Spock was already in the briefing room before everyone arrived, trying not to feed into his own apprehension towards the idea of interacting so closely with the Romulans. Negotiations with them in the past were always fruitless from a diplomatic and military standpoint, and now with the Narada incident being in the forefront of the already hostile Klingon’s concerns and the obliteration of a planet, perhaps there would be aggression from every angle.
Even Spock wasn’t 100% certain of the Federation’s stance on the situation.
