I rather doubt it myself. The handful of places like that, or the pockets of places like that in other cities, really must be built on very fragile foundations. I think they must rely on the rest of the world to sustain themselves at all.

They probably do... As far as I could tell, it was just a lavish place where people exchanged money and not much else. In my world, gambling is usually just a small-scale thing. [ And nothing can be said for the organised crime. ]
