Note 1: The main character who appeared in this piece of work was not brought up in Arizona or AIzu. It's Chiba.
Note 2: In all actuality, it's actually "Youkai (Demon) Ningen (Human) Bem" which stars Kamenashi Kazuya. Kamenashi didn't eat the devil's fruit. He will not become the King of pirates. He's the King of Idols.

T/N notes:
1. Koracchu is Koki's short form for Congratulations.
2. Nisshinkan seems to be a really traditional educational institution. Check out wikipedia for more information - http://en.wikipedia.org/wiki/Han_school
3. Koki was actually playing around with the words "Youkai (Demon)", "Ningen (Human)", "Bem" and Kame's name. :p
Instead of "Youkai Ningen", he called it "Kame Ningen", "Bem Ningen" and then "Gomu Ningen" which means, Rubber human. (See note 4)
4. Rubber human is a reference to the main character, Luffy, of the famous manga, One Piece.
(Koki really likes it. He once said he wants to get a boat driving license so that he can own a boat and probably find the treasure. XD)
Also, in One Piece, Luffy gained his rubber like powers by eating the devil's fruit, hence he became the rubber human. Luffy's aspiration is to be the next King of Pirates.
