I work on behalf of a federal agency...and this is no joke. The military management thing, all of it. I've dealt with it.
Fortunately, I don't have to impress the FTEs, I just have to do my job to meet the requirements of our contract, and then turn around and impress MY bosses...who actually encourage innovation in the company.
I'm in a lucky spot and I don't take that for granted.
I thought the overcomplicated process thing, and some of the language, was frighteningly familiar.
We definitely have a problem with process in a few groups here, where the Process becomes the Product. Except you can't sell a process to our customers.
