HAHAHAHA Vexen goes upstairs to show off the Riku Replica to the upstairs crew, shortly after his creation.
"Hahaha... if 'Riku' is more qualified to be the 'key', the underground members will gain the upperhand, and we can knock the wind out of the aboveground members' sails! They call us the 'underground members'... like we're some kind of losers!" And then there's an image of Larxene, Axel, and Marluxia all looking smug in the top part, and at the bottom, in a ring of flames, Lexaeus and Zexion are crying.
Lexaeus also has a crying panel when he realizes that Vexen, too, feels shunned by the upper-floor members.
The first impression he got of Dera wasn't directly related to Dera himself -- it was the fact that he quite clearly got the impression that Zexion was fond of Dera. Which was understandably disconcerting, given Zexion not generally feeling things. He did, however, get the impression that thus Dera would be the sort of person who Zexion might have some reason to pay attention to, and so did likewise.
He came away with the initial impression, as he discussed with Zexion, that Dera wasn't exactly fragile but something close to it -- Zexion explained that Dera has walls but nothing to protect himself beyond those walls, and that made sense with what Lexaeus had seen (that Gokudera had incredible difficulty expressing his desires as something that'd benefit him, and instead had to make it about the other person). In talking with Gokudera, Lexaeus has found him very defensive, but that it's not that hard to get around, by just... shrugging off his anger and continuing on

Lexaeus hasn't formed a particularly 'deep' assessment of her or anything -- he thinks of her as a very normal hearted girl, caught up in her own connections between people and working mostly within them. That she is attached to Zexion to the point of wanting him to stay there caught his attention, and he'll certainly be satisfied to interact with her more, from what he's seen so far.
REGARDING TOMO:
He has, from the initial moment, classified her as a hearted version of the Axel-Larxene type -- the kind who (with varying levels of cruelty or disconcern, of course XD) try to poke other people into reacting to get their own entertainment. He himself is quite deliberately boring in order to turn aside that type's interest, so he quite naturally went into that mode with her. He doesn't think she's necessarily cruel, but that she's reliant on others for her own entertainment, yes. He also will be more than willing to use her as a source for manga. XD
