Who thought the ending was sad? As far as I know, people who were upset were mostly unhappy over certain deaths, or Susannah's ending, not over the final outcome of Roland's quest. I'm pretty sure the way you feel about the Horn of Eld is exactly what the intention was.
And I took 19 and 99 to be the hints to point them towards saving Stephen King. If I recall correctly, all the 19 stuff stops after they save him.
My biggest complaint overall is the lack of any kind of final confrontation between Roland and Walter, especially given his stature in the entire King universe. Did you catch his appearance in Hearts in Atlantis? I didn't notice until my recent re-read.
