NPCs
The Doctors Nameless and with obscure motivation, these doctors appear to be in close contact with the higher-ups at St. Edelweiss. They represent the asylum and the Superintendent's will, and for that reason enforce the asylum's rules strictly and make occasional announcements when necessary. More powerful than the rest of the staff, and given authority over it, they can and will punish patients and staff alike. Contact with them is risky - they need no reason, no excuses, no questions answered for punishment - but may be rewarding.
The Nurses Nameless, faceless nurses whose identity nobody knows. St. Edelweiss has quite a number of these helpers all around, but these four in particular stand out, not only because they are the only ones to occasionally talk, but also because their influence extends farther than that of the regular staff. They are occasionally seen taking care of the patients, but that is not their only task. As with the NPC doctors, nobody knows more about them than their voices, even though, unlike the doctors, they can occasionally be seen.
The Security Guards These men are brutes, single-minded and straight-forward in their approach to their work. You will see them patrolling the institution during the day and the night, performing duties required regularly, and helping doctors and nurses out in their therapies with dangerous or violent patients. The guards don't talk; not with you, at least. Not always such a great example of diligence and work ethics when they do not feel watched, once alerted, they are highly unpleasant to deal with.
The Archivist An old man with a bald, skull-like head and a slow, toothless smile, the Archivist is the only person known in the asylum with keys and access to the archives. Obviously senile, he does everything with characteristic slowness and does not answer questions - at least not with answers that seem to make much sense. In his records, all past events and patients (and even the staff) are noted down, until their chapters are closed.
overview DOCTORS
These are the characters who are under the mods' closest watch, expected to be most active, and as the highest risk for demotion, due to the responsibility their position brings along. They are the only ones permitted to diagnose conditions, relying both on their own observations and the nurses' reports, and are also the only ones who have authority over the other staff groups. They can perform therapies alone at will; they are, however, required to live up to their position. Those with assistants are required to act as superiors and supervisors as well as as teachers for them. Doctors who have been assigned assistants are required to have increased activity and also take responsibility for their assistants' actions.
Dr. Herbert West Herbert West's delicate appearance and quiet voice don't mask his disinterest and ice-cold demeanor. Outwardly calm whether or not patients cooperate with him, the most you'll catch of his condescension is a glimpse. With the pressures of treating those who won't recognize their own illness, it's little surprise that his nerves seem slightly frayed. While skilled in medicine, in the end West is a scientist, and there are only two ways for the living to be of interest to him: join him in purely materialistic speculations on the nature of life (and of death) or aid him in his research.
overview ASSISTANTS
The assistants are the lowest in the hierarchy, although neither security nor the nurses have authority over them, unless the assistants tread into their professional fields. An assistant is assigned to one doctor, who is the only one whose orders he needs to follow, although all doctors can at any time overrule an assistant's decisions. The assistants are doctors in training, with medical education on a level between the doctors and the nurses. The doctors (and on the assistant's request and the approval of the staff member in question, the rest of the staff) are supposed to teach them, prepare them for a medical future. Assistants are far more prone to mistakes than the professional staff, and due to their lack of authority and education, also often need to act more physical than the doctors and nurses. They cannot do treatments alone but require at least the permission of a doctor, or - better - an accompanying senior staff member who is in charge of the treatment.
Rolo Lamperouge Don’t let Rolo Lamperouge’s meek expression and placid form fool you. This doctor’s assistant has done dirtier jobs than the ones he’s tasked with presently - and, if anything, the greatest challenge of his new position is keeping from the reflexive execution of troublemakers. A cool, efficient servant hidden underneath the face of an innocent boy, Rolo combines the instability of a disturbed adolescent with the lethal effectiveness of an assassin. He is best not antagonized.

overview NURSES
On equal rank with the Security, but not connected to them. Nurses are more specialized in the field of practical treatment than the doctors, with - by comparison - limited general medical education. They are in charge of the day-to-day care and treatment of the patients, and can both - as long as there is a good reason - perform therapies alone and make minor changes in rooming and medication without a doctor's approval - never, however, against his orders.
Aoyagi Seimei The patients of St. Edelweiss could hardly hope to find themselves in better hands than the grips of this cool, controlling cat-boy. Young age and smooth demeanor belie the power that lurks in Aoyagi Seimei’s voice, and, here at the asylum, he’s eager to learn, eager to gain hands-on experience, and eager to teach Edelweiss’ patients a thing or two about obedience. Around him, patients can expect to find themselves treated precisely as they deserve - if they keep in mind that their proper position is down on their knees, at his feet.
overview SECURITY
Equal in rank with the nurses, the security guards are in charge of locking and unlocking the cells as well as patrolling and guarding the entrances, and dealing out corporal punishment. They require no medical education, although they will at the start of their career in Edelweiss receive a brief introduction as to the potential dangers they are supposed to prevent (objects that could be misused as weapons, etc). They cannot perform therapy, but they can deal out minor punishments (beatings, straight-jackets, sedation, etc.) without orders, major ones (isolation) temporarily and otherwise only with a doctor's approval. They are also often required to oversee dangerous patients' treatment, and help restrain patients.
William "Spike" Manipulative, violent and not above threatening to eat patients, Spike is a security guard best avoided. He is always looking for a fight and a chance to hurt residents, even without permission from a doctor. Just because he makes jokes and has a pet name for you doesn’t mean he won’t try to drink your blood when your back is turned. And don’t be fooled into thinking the bad boy attitude is an act, either; he is every bit as evil as he seems and is always ready to cause trouble for the patients.
