Last night, I walked home a little later than normal (this is the week of late nights at the Voting Rights Section). On my way across Glebe Rd, a van stopped in the middle of the intersection, blocking 1 lane of oncoming traffic. At least you tried something beyond honking your horn. Alas, the poor man was breaking more rules by not running the red light then he was sitting in the intersection (probably blocking pedestrian crosswalks, blocking intersection, failure to stop behind the line at a redlight... etc).

I have a photo of a similar event. Funny thing, though. Last I checked, the law stated that if you are in the intersection at the time that the light turned red, you are to continue through the intersection. There's an added point in many states, though, that says you're not supposed to enter the intersection if you cannot clear it before the light turns red.
