Statistical Problems with Democracy

One half of the people you meet--that is every other person you meet--is below average.

Only 1/4 of the people you meet are really smart--those of the upper quartile--and in a democracy they will always be out voted.

I think the problem in not using Democracy is how do you decide who the upper quartile is? Does IQ measure social awareness and responsibility?

This is the subject of the book Starship Troopers (NOT THE MOVIE), where it expounds greatly on how Earth runs it's government so that everyone who votes does so with a sense of personal responsibility to vote wisely.
