Yes, and I think that's a big problem. Seeing the world as "us" and "them" can--and in my opinion, often does--lead to cops seeing even their abusive fellow officers as "us" and even law-abiding citizens as "them," rather than seeing people who do harm to others as "them" and people who don't as "us."
