Caradoc didn't want to come right out and ask Arabella if squibs could make do without electricity. In New Orleans, many of the magical homes there used a magical power hybrid to power muggle electronics like televisions and stereos. Squibs did not have any issues using these types of power sources. However he didn't think they could use items that were straight charmed as those usually needed a spark of magic to operate. He was sure he could modify Arabella's home for the necessities and add magical lighting and such but he was not sure if he would be able to complete it all this week if she closed on her home as planned. Luckily the place at least had a gas stove.

Dear Arabella,

I hate to bring bad news but I'm afraid there is currently no electricity in Stoatshead Hill. There was a rash of vandalism and thefts last night which included damage to the muggle power plant that supplies Stoats. There is no estimate of when power will be restored.

I remember that you thought you would need to be out of your house in Surrey soon. I plan to work on adding charms to your claim here in town this afternoon, but I'm not sure that I will be have enough time to work out all of the conveniences. If you do need to move this week, Cai is willing to remain with you at your claim to provide magic in place of electricity. She was looking forward to helping with your house and tells me that she would not mind staying.

The market here in town was ransacked. I spent most of the morning helping with the cleanup effort there. Luckily, no one was hurt, but many people rely on that market for necessities. If you were not planning to bring groceries with you, we can do some shopping in Exeter after you arrive.

Minerva sends greetings and invites you for tea or good scotch.

Regards,
Caradoc
